MARYLAND STATE LOTTERY COMMISSION
The State Lottery
Commission serves as an advisory board to the Maryland State Lottery Agency.
The Commission is made up of nine members who are appointed to four-year
terms by the Governor with the advice and consent of the Senate. In November
2008, the Commission assumed responsibility for regulating the operation of
video lottery terminals (slot machines) in Maryland.



J. KIRBY FOWLER - CHAIRMAN
Kirby Fowler is the President of the Downtown Partnership of Baltimore,
Inc. and the Executive Director of the Downtown Management Authority.
Both non-profit corporations work with the public and private sectors to
make Downtown Baltimore a beneficial place for businesses, employees,
residents and visitors.
He served
Baltimore City as Special Assistant for Economic and Neighborhood
Development under former Mayor Martin O’Malley and as part of Mayor
Sheila Dixon’s Transition team in 2006. He has helped bring several
significant Baltimore projects to fruition including: The Brown Center
at the Maryland Institute College of Art, Belvedere Square Renaissance,
Hopkins Plaza renovations, infrastructure improvements for Harbor Point
and Fells Point and the creation of arts & entertainment districts. Fowler, who graduated
from Dartmouth College and New York University School of Law, currently
sits on a number of boards and committees representing the interests of
Baltimore area businesses, civic groups and nonprofit organizations.
 
MATTHEW THOMAS - VICE-CHAIRMAN
Matthew
is currently a manager in the Environmental Resources Department of
Prince George’s County where he runs the County’s Business License
section. A retired 28-year veteran of the United States Army and
Navy, active duty and reserves, he is also a retired firefighter and
medic with a degree in Public Administration.
In addition to his
position as manager for Prince Georges’s County, Matthew is also
President of Matthew Thomas & Associates Consulting and Vice
President for the National Philippine Cultural Foundation,
headquartered in Fort Washington, Maryland.
 
F. VERNON BOOZER
A partner in the law firm Covahey, Boozer,
Devan, & Dore, Mr. Boozer is active in the Maryland Legal Services
Corporation. He served in the Maryland House of Delegates from 1971
through 1979. In 1981, Mr. Boozer was elected to the Maryland Senate
where he served until 1999.
Mr. Boozer graduated from Duke University and received his Juris Doctor
from the University of Maryland School of Law. He was admitted to the
Maryland Bar in 1964..
 
HOWARD A. DENIS
Howard A. Denis is currently a staff member
of the House Government Oversight & Reform Committee, which is the main
oversight committee in Congress. A Maryland State Senator from 1977
through 1995, Mr. Denis also served as a Montgomery County Council
member from 2000 through 2006.
Mr. Denis graduated from Georgetown College and Georgetown Law School
and was admitted to the Washington D.C. Bar in 1966 and the Maryland Bar
in 1971.
 
DIANE L. MCGRAW
Retired from the National Security Agency in January 2001 after 24 years
of service, Diane L. McGraw served at the highest level of the NSA as
Civilian Assistant to NSA/CSS Director(s) in 1998-1999. With a
professional background in computer science and program management, Mrs.
McGraw’s accomplishments include deployment of computer systems to
military bases worldwide, the design of a communications subsystem,
programming of super computers, management of technical personnel and
more.
Mrs. McGraw holds degrees from Johns Hopkins, UMBC, and Howard County
Community College. Mrs. McGraw resides in Worcester County, where she
volunteers at the Community, County, and State levels.
 
W. RAY PRESLEY
W. Ray Presley is Executive Director of the
Vehicle Theft Prevention Council. He retired from the Maryland State
Police in 1995 after 30 years of service. He attained the rank of Major.
He has a Bachelor of Science degree in Criminal Justice from the
University of Maryland, and is a graduate of the Northwestern University
Traffic Institute.
Mr. Presley has authored various publications in the areas of
management, leadership, supervision and vehicle theft prevention
strategies.
 
BRUCE L. REEDER
Bruce Reeder served in the Army during WW II. He completed graduate studies at Georgetown in Statistical
Analysis,
achieved four
international
patents while at the Airpax
Corporation, and retired after
35 years as Marketing Director.
He has served several terms as
Frederick County Commissioner, Maryland Counties Representative to
the Heritage Areas Authority and Director for Daybreak Adult Daycare
Services.
 
KIMBERLY D. ROBERTSON
Serving the tax-exempt community exclusively for more than 20 years,
Kimberly Robertson is a partner at RAFFA P.C., a certified public
accounting firm specializing in audit, accounting, tax, consulting and
technology services to tax-exempt organizations. Prior to joining RAFFA
in 1996, Ms. Robertson was a senior manager at a Washington, DC
Metropolitan area CPA firm where she chaired the firm’s Office of
Management and Budget committee.
Ms. Robertson is a sought-after seminar presenter, published author and
experienced developer of accounting policies and procedures.
Commissioner Robertson is a graduate of the University of Maryland, and serves as the Treasurer of Ft. Washington Medical
Center and the Higher Achievement Program.
 
GEORGE M. WAGNER
George
M. Wagner is Vice President and C.O.O. of H & M Wagner & Sons, a
wholesale distribution company of restaurant supplies in a four
state area including Washington, D.C. He began his career
distributing Poultry and Eggs in 1962.
Mr. Wagner has served
on the Board of Directors at Unipro Purchasing Group and presently
is on the Unipro Executive Committee.
