Fate guided our winner to Quality Beer and Wine located at 13826 Old Columbia Pike in Silver Spring. Her usual place to play Keno was unavailable that day due to a power outage. The 42-year-old played a few games and then spotted a man in line who was trying to decide which scratch-offs to purchase.
