The casinos contributed $831.3 million to the state in FY2025, including $606.2 million to the Education Trust Fund (ETF), which supports early childhood education, public elementary and secondary education, public school construction and capital improvement projects. Cumulatively, since the opening of the state’s first casino in September 2010, more than $6.4 billion in casino gaming revenue has been directed to the ETF.
FY2025 casino contributions also went to the following beneficiaries:
- Local aid:$105.1 million in support for the communities where the casinos are located, including contributions to local impact grants and aid to local jurisdictions
- Maryland’s horse racing industry:$95.2 million, including contributions to the Racetrack Facility Renewal and Horse Racing Purse Dedication accounts
- Maryland’s Small, Minority and Women-owned Business Fund:$20.4 million
- Responsible gaming programs:$4.4 million in per-machine and per-table-game assessments paid by casino operators to the Problem Gambling Fund
Sports Wagering and Fantasy Competitions
Maryland’s sports wagering market continued to grow in FY2025, delivering $88.9 million to the state compared to $60.3 million in FY2024.
For the first 11 months of FY2025, all sports wagering operators contributed 15% of their taxable proceeds to the Blueprint for Maryland’s Future Fund, which supports public education programs. The state’s budget increased the rate for mobile sports wagering operators to 20% beginning in June 2025. For that month, the full amount was directed to the Blueprint Fund. Beginning with July 2025, mobile operators contribute 15% of taxable proceeds to the Blueprint and 5% to the General Fund. Retail sports wagering operators continue to contribute 15% of their taxable proceeds to the Blueprint.
The operators of fantasy competitions (including daily fantasy sports) also contribute 15% of their proceeds to the Blueprint for Maryland’s Future Fund. In FY2025, these contributions totaled $1,049,448.
Responsible Gambling
Contributions to the state’s Problem Gambling Fund totaled more than $5.7 million in FY2025. Casino operators pay annual assessments of $425 per slot machine and $500 per table game, accounting for more than $4.4 million; and expired sports wagering prizes are also directed to the Problem Gambling Fund, totaling another $1.3 million. These funds help to support no-cost counseling services for Maryland residents, which are available by calling 1-800-GAMBLER or visiting mdgamblinghelp.org.
In addition to the day-to-day work of operating the Maryland Lottery and regulating casinos, sports wagering and other gaming programs, Maryland Lottery and Gaming also achieved recognition for its responsible gambling efforts during FY2025. In April, the Lottery earned the highest level of certification in the Responsible Gambling Verification Program, which is jointly sponsored by the National Council on Problem Gambling and the North American Association of State and Provincial Lotteries. The program requires lotteries to plan and implement effective responsible gaming procedures in all aspects of operations. A group of staff members from various departments spent more than a year compiling the Maryland Lottery’s submission for the Responsible Gambling Verification Program, which documented efforts in employee training; retailer training; public education and awareness; product oversight; research; and advertising.
